VoIP Statistics 2026: How VoIP Replaced the Business Phone Line, in FCC Data

VoIP statistics from vendors tend to measure market size in dollars. The Federal Communications Commission measures something more concrete: every voice connection in service, reported by carriers and VoIP providers on FCC Form 477. Those filings show the business phone line changing technology almost completely in seventeen years.

83.6%of US business and government wireline voice connections were interconnected VoIP in June 2025, up from 3.2% in Dec 2008. Traditional switched access lines fell to 8.6 million.

Business VoIP connections grew from 2.1 million to 44.0 million while business switched access lines fell from 62.8 million to 8.6 million. VoIP passed half of business wireline connections in Dec 2018. The total number of business wireline connections also shrank, from 64.9 million to 52.6 million, so VoIP did not only replace lines but absorbed a smaller market.

Hosted VoIP drives the growth

Since 2014, the FCC has separated over-the-top VoIP, which runs over broadband the customer buys from someone else. That is the delivery model of most hosted and cloud phone systems. Business over-the-top subscriptions grew from 2.1 million in June 2014 to 26.4 million in June 2025, and now make up 60% of business VoIP.

Consumers are leaving wireline altogether

Households tell a different story. Consumer VoIP subscriptions peaked at 40.3 million in Dec 2016 and have fallen to 19.4 million. VoIP’s share of consumer wireline connections (75.2%) is lower than in business because the whole consumer wireline category is shrinking as mobile replaces it. Mobile voice subscriptions reached 395 million in June 2025. Interconnected VoIP in total peaked at 68.0 million in June 2022.

What this means for MSPs

The remaining 8.6 million business switched lines are the migration pool. By count, the most remain in California (1.00M), New York (0.79M), Texas (0.45M). For most clients the question is no longer whether to move to VoIP but which hosted platform, and how it is secured and supported.

Frequently asked questions

What percentage of businesses use VoIP?

Methodology

Source. Federal Communications Commission, Voice Telephone Services reports and historical data file (VTS_Historical_Data_Thru_J25), based on FCC Form 477 filings, downloaded October 2026. Figures are in thousands of connections, as of June 30 and December 31 of each year.

Calculations. VoIP share of business connections equals business and government grade interconnected VoIP subscriptions divided by the sum of those subscriptions and business and government grade switched access lines. The same method is used for consumer connections and for each state.

Limitations. The FCC counts connections and subscriptions, not businesses or users. Over-the-top VoIP is reported separately only from 2014. Some state figures are withheld to protect provider confidentiality. The latest FCC data are for June 2025.
