H-1B Statistics 2026: IT Outsourcers’ Share of Approvals Fell to 8% as Lottery Entries Halved

H-1B statistics from USCIS show demand for the visa lottery falling fast: eligible registrations dropped 55%, from 758,994 for FY2024 to 343,981 for FY2026. USCIS approved 406,347 H-1B petitions in FY2025 and denied 2.1%. Fourteen large IT services firms received 8.0% of approvals, down from 25.8% in FY2017.

We built this from four federal sources: the registration table USCIS publishes for each cap season, every employer row in the USCIS H-1B Employer Data Hub from FY2015 to the third quarter of FY2026, 929,971 certified H-1B labor condition applications (LCAs) from the Department of Labor, and the May 2025 BLS occupational wage survey. A fiscal year (FY) runs October to September; a “cap FY2026” registration was filed in March 2025 for jobs starting October 2025.

Registrations peaked at 780,884 for FY2024, when 408,891 eligible entries belonged to workers registered more than once by different companies. USCIS switched to a beneficiary-centric lottery for FY2025, so each person has one chance no matter how many employers register them. Multiple-registration entries fell to 47,314 for FY2025 and 7,828 for FY2026. Eligible registrations kept falling even after that fix: down 26.9% between FY2025 and FY2026, which USCIS describes as about 442,000 eligible unique workers falling to about 339,000. With fewer entries chasing the same 85,000 slots, the selection rate rose from 24.8% to 34.9%.

FY2027: the first lottery after the fee and the wage-weighted draw. As of October 18, 2026, USCIS had not added FY2027 to its registration table; it has said only that it selected enough registrations in March and that the FY2027 cap was reached on July 17, 2026. The official FY2027 figures so far come from Proclamation 11069 (September 18, 2026): registrations from the largest IT staffing and outsourcing firms fell from 24,946 to 2,055, a 92% drop; workers with at least a U.S. master’s degree rose from 45.1% of FY2026 registrants to 66.1% for FY2027; and the lowest wage level made up 17.8% of selections, against about 46.3% for the top two levels. We have not used the FY2027 registration totals reported in news coverage because we could not find them in a USCIS or DHS document.

Which employers get the most H-1B approvals

The league table ranks companies by approved petitions in FY2025, the latest complete fiscal year. Approvals include new hires, extensions, amendments, and transfers from other employers; “new employment” approvals are the closest measure of people starting H-1B work for the first time with that employer. We combined petitioner names that belong to one company, such as Amazon.com Services, Amazon Web Services, and Amazon Development Center U.S.

Amazon’s 19,181 approvals were about three times Meta’s 6,294. 10 of the top 30 are big tech companies and 12 are IT services firms. Tata Consultancy Services had the highest denial rate in the top 30 at 5.9%. Microsoft’s denial rate rose from 1.7% in FY2025 to 4.0% in the first three quarters of FY2026, and Tesla’s from 0.7% to 7.1%.

Is IT services’ share of H-1B approvals falling?

Yes, and the decline started years before the $100,000 fee. We tagged 14 IT services and outsourcing firms (Infosys, Tata Consultancy Services, Cognizant, HCLTech, Wipro, Tech Mahindra, LTIMindtree, Capgemini, Accenture, Deloitte Consulting, IBM, Mphasis, UST, Compunnel) and 10 big tech companies (Amazon, Microsoft, Google, Meta, Apple, Oracle, Nvidia, Salesforce, Cisco, Intel).

The IT services group took 25.8% of all approvals in FY2017 and 8.0% in FY2025. The big tech group went the other way, from 5.1% in FY2015 to 13.0% in FY2025, passing IT services in FY2022. In the first three quarters of FY2026, IT services edged back up to 8.9%, helped by new-employment approvals at Infosys (2,093) and Tata Consultancy Services (1,524). Decisions in that window include petitions from the FY2026 lottery held in March 2025, before the fee existed, so the hub data cannot yet isolate the fee’s effect; the proclamation’s registration figures above are the clearer early signal.

H-1B salaries in IT: offered wages vs market medians

Every H-1B petition needs a certified LCA stating the wage offered and the prevailing wage for the job and place. 54.5% of the 537,796 H-1B LCAs certified in FY2025 were for computer occupations (SOC 15-12). For software developers, the H-1B median offered wage was $136,000 across 168,627 full-time certified LCAs, almost identical to the BLS national median of $135,980. But H-1B jobs cluster in high-wage states: compared with the BLS median for the same occupation in each worksite state, the typical offer was 4% lower, and 57% of offers sat below the state median.

Wage level makes a large difference. Software developer LCAs at Level I, the entry rung of DOL’s four-level prevailing wage scale, offered a median 70% of the state median; Level II offers were at 87%. Local pay for support and infrastructure roles varies just as widely, as our state-by-state IT pay data shows.

IT services firms offer less than big tech, yet file fewer Level I jobs

Across all computer occupations, the IT services group’s median offer was $105,227 (-6% against the worksite-state median), against $172,900 (+8%) for big tech. 61% of IT services offers were below the state median, against 33% at big tech. Among the 24 tracked firms with at least 500 such LCAs, the lowest medians were at Tata Consultancy Services ($85,634), Wipro ($89,773), Infosys ($91,322). Yet only 1.6% of IT services LCAs were filed at Level I, against 11.8% at big tech; most IT services filings (59%) sit at Level II.

Prevailing wage level on certified full-time H-1B LCAs for computer occupations, FY2025. Gray: prevailing wage set from a source other than the OEWS levels (more common at big tech).

That has a consequence for the new wage-weighted lottery. Using DHS’s own projected selection odds by level (15.29% at Level I up to 61.16% at Level IV), the FY2025 LCA level mix works out to an average 37.9% chance for the IT services group and 37.6% for big tech. On these numbers the weighting by itself does not explain the 92% fall in their FY2027 registrations that the proclamation reports, and public data cannot yet separate the effect of the other changes, including the $100,000 payment for workers abroad. This is an illustration, not a forecast: registrations are not LCAs, and employers can change the wage levels they offer.

Early FY2026 numbers point upward. From October 2025 to June 2026, the median software developer offer was $145,000, and 51% of offers were below the state median, down from 57% in FY2025. Part of that is ordinary wage growth measured against a fixed May 2025 benchmark.

H-1B policy in 2025 and 2026: what is in force

  • September 21, 2025: Proclamation 10973 takes effect. New H-1B petitions for workers outside the U.S. must include a $100,000 payment; extensions and changes of status granted inside the U.S. are exempt.
  • February 27, 2026: DHS’s weighted selection rule takes effect. Registrations enter the lottery once at wage Level I and up to four times at Level IV. It was first used for the FY2027 cap in March 2026.
  • March 27, 2026: DOL proposes higher prevailing wage levels (comments closed May 26, 2026). Still a proposal as of this report.
  • August 25, 2026: DHS proposes a separate $103,265 fee on every H-1B cap-subject petition, including the master’s cap (comments closed September 24, 2026). Not final.
  • September 18, 2026: Proclamation 11069 extends the $100,000 requirement to September 21, 2027.

What this means for MSPs

IT services firms are the most exposed group of H-1B users, and the data shows their share already shrinking. For MSPs and smaller IT providers, three practical points follow. First, budget for a much higher cost on any cap-subject hire from abroad: $100,000 today, and a possible $103,265 per cap petition if the DHS proposal is finalized. Hiring someone already in the U.S. in H-1B status through a change of employer petition does not trigger the payment, as long as USCIS grants the extension of stay. Second, the wage-weighted lottery rewards offers at Level III and IV, so an entry-level offer at Level I now has roughly half the odds it had under a random draw. Third, if you subcontract to large offshore-delivery firms, expect fewer of their new onshore staff to arrive on H-1B visas: their FY2027 registrations fell 92%, according to the proclamation. That shift is happening while U.S. tech hiring is soft, with openings in the information sector well below the 2022 peak and WARN-notice layoffs at Meta and Amazon still flowing.

Frequently asked questions

Is the H-1B program declining?

Lottery demand is. Eligible registrations fell from 758,994 for FY2024 to 343,981 for FY2026, down 55%. Approvals have held steady: USCIS approved 406,347 H-1B petitions in FY2025, against 399,399 in FY2024. Only 28% of FY2025 approvals were new employment; the rest were extensions, amendments, and job changes.

What is the current H-1B approval rate?

In FY2025, USCIS denied 2.1% of H-1B petitions on first decision, an approval rate of 97.9%. In the first three quarters of FY2026 (October 2025 to June 2026) the denial rate rose to 3.0%. The highest rate in our FY2015 to FY2026 series was 15.5% in FY2018.

How many people paid the $100,000 H-1B fee?

Proclamation 11069, signed September 18, 2026, says the $100,000 payment “has been made for over 700 petitions” since the original proclamation took effect on September 21, 2025. USCIS has not published a more exact count.

Who has to pay $100,000 for an H-1B visa?

Under USCIS guidance, the payment applies to H-1B petitions filed on or after September 21, 2025 for workers who are outside the United States without a valid H-1B visa, or that request consular or port-of-entry notification. Extensions, amendments, and changes of status granted inside the U.S. are not covered. The rule now runs to September 21, 2027.

What is the average H-1B salary for software developers?

The median offered wage on 168,627 certified full-time H-1B LCAs for software developers in FY2025 was $136,000, almost exactly the BLS national median of $135,980. Measured against the median for the same occupation in each worksite state, 57% of those offers were below the local median.

Which company has the most H-1B approvals?

Amazon, across its petitioning entities, had 19,181 approved H-1B petitions in FY2025, more than any other employer and roughly three times the next company, Meta (6,294).

Methodology

Registrations. USCIS H-1B Electronic Registration Process page, historical table for cap FY2021 to FY2026, retrieved October 2026. Selection rate is selected registrations divided by eligible registrations.

Approvals and denials. USCIS H-1B Employer Data Hub, downloaded as CSV from the hub’s Tableau view for each fiscal year FY2015 to FY2026 (FY2026 runs through June 2026, quarter 3). Counts are workers on first decisions by completion fiscal year; appeals and revocations are excluded, as are pending cases. Approvals sum all six petition types; “new employment” matches the hub’s New Employment measure, which equals the “initial approval” counts in USCIS’s archived FY2022 file for the firms we checked. We grouped petitioner names to companies with name patterns (for example all names beginning “AMAZON”). The 14-firm IT services and 10-firm big tech lists are our editorial choices and are listed in the text; Accenture, Deloitte Consulting, and IBM are counted as IT services firms; the CSV lets readers regroup them. The hub’s current extract differs slightly from USCIS’s archived CSV files for the same years, so we used the current extract for every year.

Wages. DOL OFLC LCA disclosure files for FY2025 (four quarterly files, deduplicated by case number) and FY2026 through Q3. We kept H-1B cases with status Certified, full-time, SOC codes beginning 15-12, and annualized the lower bound of the offered wage (hourly times 2,080), dropping values below $20,000 or above $1 million. One LCA can cover several positions and not every LCA becomes a petition; medians count each LCA once. Benchmarks are BLS OEWS May 2025 national and state annual medians for the same six-digit SOC.

Limitations. FY2026 figures are partial. Employer groupings by name can miss small affiliates. The weighted-lottery illustration applies DHS’s projected odds to LCA wage levels, which are not registration data. Policy statements are from the Federal Register and USCIS pages as of October 18, 2026.
