Oracle layoffs by state

Four states hold every Oracle notice we can read since August 2025. California’s three campuses and a Santa Monica office lead with 1,691. Washington’s 1,100 are at two Seattle offices plus staff working remotely across the state. Missouri’s single filing of 539 is Kansas City. New York’s 62 are at 100 Woods Road in Valhalla, where the state records the reason as contract termination.

Dates are the date the state received the notice (California, Washington) or the notice date (New York, Missouri, Alabama). Missouri’s layoff dates run May 26 to June 1, 2026. Trackers that date the Kansas City filing May 26 are using the layoff date; the state’s notice date is March 31, 2026, the same day as Washington’s.

Where we looked and found no Oracle notice

We read 18 more state files and found no filing under an Oracle name. Texas is the one to read carefully. Oracle’s letters list 2300 Oracle Way in Austin as a company address, but the Texas Workforce Commission site did not resolve from our host, so we used the state’s open data copy, which shows no Oracle row through June 23, 2026 and cannot show anything later.

500 Oracle Parkway, Redwood City has the most workers of any site, 1,124 since 2022. Seattle’s row is broader than its name suggests. In the March 2026 exhibit, a city appears on 462 rows we could read, and only 91 (20%) say Seattle; Bellevue, Redmond, Bothell and Sammamish follow. Oracle’s letters say they cover staff “who work remotely in Washington” as well as the two offices.

How many Oracle layoffs in the US?

Oracle does not give a U.S. layoff number, so the best filed evidence is the change in staff. At May 31, 2025 it had about 58,000 full-time employees in the U.S.; at May 31, 2026, about 49,000. That is a net fall of 9,000, or 16%, and worldwide it lost 21,000, or 13%. WARN notices we can read for those twelve months name 2,592 workers (California 1,250, Washington 741, Missouri 539, New York 62). So notices account for 29% of the net U.S. decline.

The gap of about 6,400 has causes we can name but not size separately. Twenty-eight state files are closed to us, including Georgia, Florida, Ohio and Oregon, and Texas stops in June. The federal law tests layoffs at a “single site of employment,” generally with a floor of 50 workers, which raises the question of how scattered remote staff are counted. Washington shows why that matters: Oracle’s letters there cite the state’s Securing Timely Notification and Benefits for Laid-Off Employees Act and list remote workers, and we found no Oracle row in Washington’s file before August 2025, back to November 2019. We cannot test how other states’ notices treated remote staff. Departures that were never layoffs, such as ordinary resignations not replaced, also lower the headcount without any notice.

Are Oracle layoffs over?

Not according to Oracle. Its 10-Q filed September 11, 2026 says: “Subsequent to August 31, 2026, our management supplemented the 2026 Restructuring Plan by approximately $700 million to reflect additional actions that we expect to take.” The same filing changes a sentence that had read “We may incur additional restructuring expenses” in each of the previous four filings to “We expect to incur additional restructuring expenses in future periods.”

The notices followed within days. Washington received 359 on September 14 and California 441 on September 15, all with separations on November 13, 2026, which is still ahead as of this update. Add the supplement to the $2,103 million plan and subtract the $1,971 million already recorded, and about $832 million is left to book, derived from the filing’s own table. That covers the 800 workers already noticed in two states and any others the plan reaches. Oracle has not said how many people that means. The quarter’s restructuring expense was $165 million, down from $402 million a year earlier, so the pace had slowed before this addition. The 10-K’s risk factor adds: “the adoption and deployment of AI technologies across our operations have resulted, and may continue to result, in reductions to our workforce.”

Restructuring expense line from each 10-K, fiscal years ending May 31. Dashed bar: plan as supplemented (about $2.8 billion) minus $1,971 million recorded to date at August 31, 2026. Headcount from the same 10-Ks. Oracle acquired Cerner in June 2022, the first month of FY2023.

Fiscal 2026 restructuring expense was $1,779 million, 5.9 times fiscal 2025 and more than the previous three years combined ($1,193 million). The plan grew twice. It started at up to $1.6 billion, rose to $2.1 billion in the March 2026 10-Q, then added about $700 million in September. The plan table’s total expected program costs at August 31 were $776 million for cloud and software, $399 million for services, $93 million for hardware and $835 million for other, and no line names Oracle Health. Oracle says the plan is meant to “further improve operational efficiencies, including through the adoption and integration of AI technologies across certain functions.” Our AI layoffs attribution ledger weighs statements like that across employers.

Who was cut in Washington: job titles

Oracle’s Washington exhibits are the only place we found these roles listed. We grouped the titles in the March and September 2026 Washington exhibits, 804 rows of the 834 the state lists (wrapped lines in the PDFs stopped us reading the rest, and press reports at the time gave 491 for March, against 475 in the state’s database). Software developers are 51%. Titles carry no business unit, so they cannot show which teams or which products lost people. We publish only these totals and no individual rows, because the exhibits describe individuals.

What Oracle has said, and what is only reported

Oracle says little. None of its 95 8-Ks on EDGAR since June 2016 uses Item 2.05, the item for exit costs, and the plan appears only in 10-Q and 10-K notes. Its notice letters call the action “a reduction in force and other terminations.” RTÉ, citing CNBC, reported thousands of cuts on March 31 and said Oracle declined to comment. People Matters reported about 30,000 departures by mid-June, crediting Tech Times. Treat that as unconfirmed: Oracle’s filings show a net fall of 21,000, and no Oracle document we read gives a gross count. IBTimes UK, citing Tech Times, estimated 8,000 to 10,000 cuts at Oracle Health; no Oracle document confirms it. Startup Fortune’s summary says the annual report attributed 21,000 cuts to AI. We read the 10-K: it gives two headcounts and a general AI risk factor, and attributes no number of cuts to AI.

What this means for MSPs

Oracle Health and Cerner clients (practical advice, not a finding). We cannot show that support for any Oracle Health customer has changed. Oracle publishes no unit figures, and the Kansas City notice names no team. What can be checked is your own record: if you support a hospital or clinic on Oracle Health, pull time-to-resolution on its Oracle tickets for the six months before April 2026 and compare it with the period since, and confirm named contacts before the November 13 separations. The Roseville row, filed for staff at an Adventist Health address in December 2023, shows Oracle has filed for workers at health system sites, so ask whether any on-site contact is affected.

Hiring (practical advice). Separations are dated: November 13, 2026 for 800 workers in California and Washington. The Washington exhibits hold 84 infrastructure, reliability and security titles and 17 support and field titles, the groups closest to MSP work. For broader numbers, see our tech layoffs tracker built from WARN notices and the JOLTS data on the tech job market.

Frequently asked questions

How many Oracle layoffs in the US?

Oracle has not published a U.S. layoff count. Its 10-Ks show U.S. full-time staff falling from 58,000 at May 31, 2025 to 49,000 at May 31, 2026, a net drop of 9,000. WARN notices we can read for those months name 2,592, or 29%. A further 800 were noticed in September 2026.

Are Oracle layoffs over?

No, on Oracle’s own filing. Its 10-Q filed September 11, 2026 says management added about $700 million to the 2026 Restructuring Plan after August 31 for “additional actions that we expect to take.” Three days later, new notices named 800 workers in Washington and California with separations on November 13, 2026.

Which states had Oracle layoffs?

Since August 2025: California (1,691), Washington (1,100), Missouri (539) and New York (62). Alabama had 65 in May 2025, before this plan’s notices began. 28 state files could not be read and Texas’s open data copy stops at June 23, 2026, so the list is a minimum.

How many Oracle layoffs were in Seattle and Washington state?

1,100 workers in five Washington notices: 161, 101 and 4 in August to October 2025, 475 on March 31, 2026 and 359 on September 14, 2026. The filings cover Oracle’s two Seattle offices plus remote staff. In the March exhibit, 20% of the rows we could read list Seattle.

Did Oracle lay off 30,000 people?

Oracle has not said so. That figure comes from press reports and is unconfirmed. The closest filed number is a net fall of 21,000 full-time employees worldwide in fiscal 2026, from 162,000 to 141,000. It is net of hires, so gross departures were higher by an amount Oracle does not disclose.

Were Oracle Health or Cerner staff laid off?

Filings do not say. No notice we read was filed under the Cerner or Oracle Health name, and Oracle publishes no Oracle Health headcount or restructuring line. Missouri lists 539 workers at Kansas City under the name Oracle, without naming a unit. Cerner’s address on a 2020 Virginia filing was also Kansas City. Press estimates of Oracle Health cuts remain unconfirmed.

Methodology

Sources and date. State WARN files listed above, retrieved November 2, 2026; Oracle’s 10-K and 10-Q filings from June 2022, the 8-K index and XBRL facts from SEC EDGAR. Fiscal years end May 31. All fetch scripts rerun from scratch.

Name matching rule. A row counts only if the filer name begins with Oracle, Oracle America, Oracle Corporation, Oracle Health, Oracle Financial, Oracle USA, Cerner, NetSuite or MICROS Systems, and is not on an exclusion list for unrelated businesses such as Oracle Elevator or Oracle Roofing. The rule runs against 11 test names in code before each build, including “Oracle America, Inc. at Adventist Health” (kept) and “TekSynap Corporation 1900 Oracle Way” (rejected: Virginia’s only near miss, an address). No notice in our window was filed under Cerner, NetSuite or Oracle Health.

Counting. Workers as listed. Each California row is one site. Rounds are our own date bands. “Since January 2022” is the window across all states; some states’ public files start later (for example Maryland 2026, Missouri 2023). Washington received date, California received date, others notice date. A notice is a plan and can change. Net headcount figures in 10-Ks are rounded by Oracle to the nearest 1,000.

Derived number. About $832 million left to book is $2,103 million total expected at August 31, 2026, plus about $700 million, minus $1,971 million recorded, and is an estimate from rounded disclosure.

Thresholds. Federal definitions from 29 U.S.C. 2101. Washington’s rules from the state agency page linked below.

Privacy. Oracle’s Washington exhibits describe individuals. We use only aggregate totals and publish no names, ZIP codes or individual rows.

Not advice. This is an analysis of public filings, not legal, employment or investment advice.
