Intel Layoff Tracker: 7,792 Workers in State Notices Since 2024, Core Staff Down 34%

This Intel layoff tracker, as of November 2, 2026, lists 7,792 U.S. workers in the state WARN notices we could read since January 2024, 57% of them in Oregon. The newest notice is dated October 22, 2026: 67 in Folsom, California. Intel’s filings show core staff down from 116,200 to 76,500. Arizona’s state file blocked us, so Chandler is not counted.

How many layoffs has Intel had?

Intel has never filed one total. Two records get closest, and they measure different things. WARN notices name 7,792 U.S. employees across 65 filing rows in Oregon, California, Texas and Pennsylvania. Intel’s own count of core employees fell by 39,700, or 34.2%, between December 30, 2023 and September 26, 2026. Across all of Intel, Mobileye included, the total went from 124,800 to 81,100.

The gap is large because the two records do not overlap neatly. Since the 2024 plan began, notices cover 7,655 people, about 20% of the 38,500 fall in core staff after September 28, 2024. The remainder would include attrition, which Intel names in its 75,000 plan, staff outside the U.S., cuts below WARN thresholds, Altera’s move off the books, and any notice in a state we could not read, Arizona first of all. The filings do not split the fall into those parts, so we have not either.

In 2026 so far, notices name 222 workers, all in California (155 in Santa Clara and 67 in Folsom), against 4,937 in 2025 and 2,633 in 2024. Wider context on the sector sits in our WARN tracker for tech layoffs in 2026, which counts three states and a longer employer list.

Schematic, not to scale; California bubbles are nudged apart so they do not overlap. Bubble area tracks employees in counted notices since January 2024. Diamonds mark factory plans named in Intel’s filings, not layoffs. Fab descriptions come from Intel’s 2025 10-K, which lists Oregon, Arizona, Ireland and Israel as its key 2025 production fabs.

Newest first. Employees named in counted notices. Pennsylvania’s state page gives only a Nov 15, 2024 effective date, so its 56 sit in the October 2024 round, which shares that date. Arizona and New Mexico are absent because their state files refused automated retrieval, not because we confirmed zero. A PC Gamer headline says layoffs were reported in Arizona, which is unconfirmed here, and we have no Arizona number we can stand behind.

Intel layoffs Oregon: 4,478 workers, and why 2,392 is out of date

Most coverage stops at 2,392. We read Intel’s own letters to Oregon’s Higher Education Coordinating Commission, and there are five of them under three tracking numbers. WARN #8978, dated October 15, 2024, covers about 1,300. WARN #9293, dated July 7, 2025, said about 529; a revision on July 10 said Intel “now anticipates” a “combined total of approximately 2,392,” so the 529 is replaced, not added. A second revision on August 25 adds “an additional approximately 117.” WARN #9389, dated November 13, 2025, covers about 669.

That gives 1,300 + 2,392 + 117 + 669 = 4,478. Oregon’s state list agrees, showing 1,300, 2,509 and 669 against those tracking numbers. One trap for anyone searching the list: it files Intel under the city “Santa Clara, CA,” so filtering it by Hillsboro would miss them. OPB reported in July 2025 that Intel “started the year with around 20,000 workers in the state,” a press estimate, not a filing; against that figure, the 3,178 noticed in 2025 would be about 16%.

The letters also explain timing. Intel says staff get either 60 days’ notice, or about four weeks’ notice plus nine weeks of pay and benefits in lieu. WARN #9389 is dated 58 days after the first separations it describes, September 16, 2025. Among the 2024 list’s 1,300 positions, the largest titles are Module Development Engineer (145), Module Engineer (65) and Module Equipment Technician (61), with 18 device driver engineers and 8 vice presidents. No position list for the 2025 letters was available to us.

Core Intel employees in thousands, from the “Employees” table in each quarterly earnings release. Excludes Mobileye and other subsidiaries and, until its sale, NAND staff. Altera was counted until September 12, 2025.

Intel has set three different targets, and each uses its own base. The first, in August 2024, was a cut of more than 15%, set at 16,500 employees in October; core staff fell 15,500 in Q4 2024 alone. The second, the July 2025 Item 2.05, called for 15% off the core workforce by the end of fiscal 2025. Intel’s 10-K says it got there, measured from the Q2 2025 count of 96,400. Our arithmetic gives 16.9% with Altera’s exit in the fall, and about 14.0% with Altera’s 3,300 removed from the starting count.

The third is the one headlines used: “a core workforce of about 75,000 employees” by the end of 2025, “as a result of workforce reductions and attrition.” The actual year-end number was 80,100, or 5,100 above. On September 26, 2026 it was 76,500, 1,500 above. Core staff have fallen about 1,200 a quarter in 2026, so the same pace would reach 75,000 in about 1.3 quarters. That is arithmetic, not a forecast from Intel, and no later filing we read repeats the 75,000 figure.

The line called “restructuring and other charges” overstates layoffs. It adds up to $13.5 billion since the start of 2024, but only $4.56 billion of that is severance. The largest quarter of 2026, $4.07 billion in Q1, is $74 million of severance plus $3.9 billion of goodwill impairment, substantially all of it at Mobileye. Q3 2024 also holds $2.8 billion of goodwill impairment, and Q2 2024 holds a $780 million charge from the R2 litigation. So severance is the column to watch: $290 million in the first nine months of 2026, against $1.75 billion in the same months of 2025.

Millions of dollars. Q1 to Q3 are three-month columns from each 10-Q. Q4 is the 10-K year less the nine-month column, which is why Q4 2024 severance is negative. Each year sums to the 10-K line.

Intel has filed Item 2.05 text for two plans. The October 31, 2024 8-K expected $3.0 billion and the July 24, 2025 8-K expected $1.9 billion. The October 30, 2026 10-Q now puts the 2024 plan at about $3.2 billion and the 2025 plan at $2.2 billion. EDGAR also tags the April 24, 2025 8-K with Item 2.05, but the document we retrieved contains only Items 2.02 and 9.01.

Are Intel layoffs over?

Not on Intel’s own wording, though the scale has dropped sharply. The evidence that they are ending: no new Item 2.05 since July 24, 2025; severance of $55 million in Q3 2026 against $1.47 billion in Q2 2025; and a Q4 2026 outlook table showing restructuring charges as a dash at its $0.1 billion rounding. The evidence that they are not: the 10-Q filed October 30, 2026 expects remaining actions under both plans by Q4 2026, $182 million of 2025 plan severance is still accrued, California took new notices in July, September and October 2026, and core staff fell another 1,100 last quarter.

On what comes next, Intel’s January 2026 10-K says it has “undertaken substantial headcount reductions in 2025, 2024 and 2022 and may be required to make additional reductions in the future.” Press reports go further and remain unconfirmed: TrendForce, citing The Oregonian, KNews and Cailian Press, said on July 21, 2026 that cuts were planned in the Data Center and AI Group, with no number disclosed. It relayed The Oregonian’s account that the realignment is part of an effort “to become a more focused and efficient organization,” and said Intel called its product commitments and roadmap unchanged. Later California notices may or may not relate to that report; neither the notices nor the filings say. Intel’s full-year outlook for non-GAAP operating expenses is about $16.3 billion, against the $16 billion target it set in April 2025.

Ireland Intel 4 and Intel 3. Intel bought back Apollo’s 49% of the Fab 34 venture on April 8, 2026 for $14.2 billion. Q3 2026 10-Q

The CHIPS money ran alongside the layoffs. On November 25, 2024, Commerce agreed to award up to $7.8 billion in direct funding and $65 million for workforce development across twelve facilities in Arizona, New Mexico, Ohio and Oregon. On August 22, 2025, that changed: a Warrant and Common Stock Agreement set $8,869,800,000 in disbursements ($5.695 billion accelerated from the award and $3.1748 billion for Secure Enclave) for up to 433,323,000 shares, a stake Intel’s release put at 9.9%, plus warrants that apply only if Intel drops below 51% of its foundry. The same 8-K says Intel’s obligations under the funding agreement “will be considered discharged,” apart from Secure Enclave. Neither 8-K, nor the agreement filed with the August one, mentions a headcount floor; the November 2024 funding agreement itself was not filed with its 8-K. By September 26, 2026, 132 million escrowed shares had not yet been released.

What this means for MSPs

Intel’s filings point to supply and price rather than the layoffs themselves. The Q3 2026 10-Q says client demand declined because of memory prices and tight IT budgets, and that it expects “these trends to worsen in Q4 2026 and persist in 2027.” Year to date, client revenue rose on average selling prices up 17% while volume fell 12%. Shortages of substrates and memory are expected to “persist into next year.” Server prices rose more, up 44% on volume up 4%, with demand above supply.

Our advice, not Intel’s: quote Intel-based fleet refreshes with short validity, and lock Xeon orders earlier than usual, since Intel itself says it cannot fully meet demand. Track pricing against our computer price index dashboard, and keep remaining Windows 10 machines on a dated plan using Windows 11 market share by country. Intel says it released its first Intel 18A products at the start of 2026, so roadmaps can name them now. No filing links these layoffs to client support, driver or firmware work, so treat any claim that they do as unproven.

24,500 Windows Report headline Matches 99,500 minus 75,000 (24,500), our arithmetic. Intel did not file this figure. Actual core decline in 2025 was 19,400, Altera included.
33,000 Entrepreneur headline The closest we can reproduce is 108,900 total staff minus the 75,000 core target, which mixes two bases. Intel did not file it.

Frequently asked questions

How many layoffs has Intel had?

Intel has not published a single layoff total. WARN notices we could read name 7,792 U.S. workers from January 2024 to October 2026, Arizona excluded. Core Intel employment fell from 116,200 in December 2023 to 76,500 in September 2026, which includes attrition, voluntary exits, non-U.S. cuts and about 3,000 Altera staff.

What is the Intel layoff timeline?

Intel announced a cut of more than 15% on August 1, 2024, and set it at 16,500 employees in an October 31, 2024 filing. A second plan came on July 24, 2025, with a target of about 75,000 core staff. Notices have continued, most recently 67 in Folsom on October 22, 2026.

How many Intel layoffs were in Oregon?

Oregon letters cover about 4,478 workers: 1,300 in October 2024, 2,392 plus 117 in July and August 2025, and 669 in November 2025. Do not add the first July 2025 figure of 529, because the July 10 letter replaced it. Oregon holds 57% of the notices we could read.

Are Intel layoffs over?

Not by Intel’s own wording. Its October 30, 2026 10-Q expects the remaining 2025 plan actions by Q4 2026, a Folsom notice dated October 22 takes effect October 31, and core staff fell by 1,100 last quarter. Intel has filed no new Item 2.05 plan since July 24, 2025, and its Q4 outlook shows no restructuring charge.

Did Intel cut 15,000 or 16,500 jobs in 2024?

The filing says 16,500. Headlines in August 2024 said 15,000, when Intel’s release said more than 15%. Intel’s October 31, 2024 8-K says the plan includes “reducing headcount by 16,500 employees.” Core staff fell by 15,500 in Q4 2024 alone.

Did Intel hit its 75,000 target?

Not by the date it gave. Intel planned a core workforce of about 75,000 by the end of 2025 and reported 80,100, which is 5,100 above it. By September 26, 2026 the core count was 76,500, still 1,500 above. No later filing we read repeats the 75,000 figure.

Methodology

What the code did. We downloaded Intel’s SEC filings since January 2024, California EDD’s fiscal-year WARN PDFs and current spreadsheet, Texas open data, and Intel’s Oregon letters, then parsed every row naming Intel Corporation with a notice date on or after January 1, 2024. Retrieved November 2, 2026.

Oregon access. Oregon’s site (ccwd.hecc.oregon.gov) timed out from our network on retrieval, so we read the agency’s own letters and list pages from Internet Archive captures. The list check covers captures through September 28, 2026 for Intel’s rows, so an October 2026 Oregon notice would not appear yet.

Counting. Employees are as stated on each notice; Intel’s Oregon letters say “approximately.” The July 7, 2025 Oregon figure of 529 is excluded because the July 10 letter states a combined total of 2,392. California’s EDD publishes rows, not letters, so we can’t read the wording; we add its rows because several later rows are smaller than earlier ones at the same building (Folsom went 174 then 170), which a cumulative restatement would not do. If some did overlap, the California total of 2,897 would be too high. A notice is a plan: counts can be reduced, and people may be rehired.

Coverage. Rows found: Oregon, California, Texas, Pennsylvania. No Intel Corporation row for 2024 to 2026 in the files read for Alabama, Colorado, Indiana, Maryland, Michigan, New York, Tennessee, Virginia, Washington. Not read: Arizona and New Mexico (HTTP 403 to automated retrieval), plus Utah and Idaho, and states whose pages we could not read at row level, such as Massachusetts. These gaps matter most for Chandler and Rio Rancho. Commerce Department web pages also returned 403, so CHIPS facts come from Intel’s 8-Ks and the agreements filed with them.

Limits. WARN covers U.S. sites above legal thresholds. Core headcount moves with attrition, hiring and divestitures, and Intel does not publish layoffs as a separate count. Press items are attributed and labelled unconfirmed; for some press rows we read only the headline. We did not review earnings call transcripts. Licence: state WARN records and SEC filings are public records.

Not advice. This is an analysis of public filings, not investment, employment or legal advice.
