Microsoft 365 Copilot License: Prices, Eligible Plans and What Copilot Chat Gives You Free

By The Uptime Report Team · Last reviewed: October 2026

A Microsoft 365 Copilot license costs $21.00 per user per month paid yearly for businesses up to 300 users, or $30.00 on enterprise plans, and always needs an eligible base license (Microsoft, October 2026).

Key takeaways

  • The Microsoft 365 Copilot Business add-on lists at $21.00 per user per month paid yearly, $18.00 in the first year for existing Business customers ordering by December 31, 2026, for tenants up to 300 users (Microsoft pricing).
  • Business Standard with Copilot ($23.50) and Business Premium with Copilot ($32.00) became permanent SKUs on July 1, 2026 and cost $11.50 and $11.00 less than base plan plus add-on (Partner Center, June 2026).
  • The enterprise Microsoft 365 Copilot add-on costs $30.00 paid yearly or $31.50 paid monthly; Microsoft 365 E7 at $99.00 includes Copilot (Microsoft enterprise pricing).
  • At BLS median wages loaded for benefits, a $21.00 seat breaks even at 0.6 to 2.1 minutes saved per working day across eight office roles (BLS ECEC, June 2026).
  • The UK cross-government Copilot experiment, with 20,000 licences, recorded a self-reported average of 26 minutes saved a day from 7,115 survey responses, while the UK DBT pilot found no evidence of improved productivity (GOV.UK).
  • One assigned Copilot license gives SharePoint admins the data access governance reports and Restricted Content Discovery needed for a pre-rollout oversharing check (Microsoft Learn).

How much does a Microsoft 365 Copilot license cost?

As of October 2026, Microsoft lists the Microsoft 365 Copilot Business add-on at $21.00 per user per month paid yearly, cut to $18.00 for the first year on orders placed by December 31, 2026, or $25.20 on a monthly subscription. The enterprise Microsoft 365 Copilot add-on costs $30.00 paid yearly, or $31.50 paid monthly on an annual commitment, according to Microsoft’s business pricing page and its enterprise pricing page.

Microsoft also sells Copilot built into two Business plans. Microsoft 365 Business Standard with Copilot lists at $23.50 and Microsoft 365 Business Premium with Copilot at $32.00 per user per month paid yearly. Microsoft’s Partner Center announcements for June 2026 say both became permanent SKUs on July 1, 2026, replacing the earlier promotional offers.

The bundled plans cost less than a base plan plus the add-on. Business Standard at $14.00 plus the $21.00 add-on totals $35.00, so the $23.50 bundle saves $11.50 per user per month at list; for Business Premium, $22.00 plus $21.00 is $43.00 against $32.00, a gap of $11.00. Even at the $18.00 promotional add-on price, the bundles stay $8.50 and $8.00 cheaper, using base prices from Microsoft’s Business Standard and Business Premium pages.

Plans without Microsoft Teams cost $3.20 less. Business Standard with Copilot (no Teams) lists at $20.30 and Business Premium with Copilot (no Teams) at $28.80 paid yearly, and footnote 3 on Microsoft’s pricing page says Copilot in Teams needs a Teams license; the base-plan feature split behind these prices is in our guide to Microsoft 365 business plans.

Is it Microsoft 365 Copilot or Microsoft Copilot?

Both names refer to the same license. A note in Microsoft Learn’s Copilot privacy article says Microsoft 365 Copilot is now named Microsoft Copilot and Copilot Chat is now Microsoft Copilot Chat, with no changes to security, compliance and privacy. Microsoft’s October 2026 price pages still sell Microsoft 365 Copilot Business and Microsoft 365 Copilot under the old names.

Which base licenses qualify for a Microsoft 365 Copilot license?

Every paid Copilot seat sits on top of an eligible base license held by the same user. Microsoft Learn’s license options page, last updated October 19, 2026, lists Business Basic, Standard, Premium, Apps for business and Teams Essentials as prerequisites for Copilot Business, and Microsoft 365 E3, E5, F1, F3, Office 365 E1, E3, E5, F3 and a set of standalone plans for the enterprise add-on.

Office 365 E3 and E5 qualify because Microsoft’s January 15, 2024 announcement dropped the Microsoft 365 prerequisite. Microsoft Learn also lets Business or Education subscriptions without Teams buy Copilot.

Is there a seat minimum for a Microsoft 365 Copilot license?

No. Microsoft removed the 300-seat purchase minimum for commercial Copilot plans on January 15, 2024, and its June 2026 Partner Center notice describes Copilot Business as having no license or user minimum, with 1 to 300 licenses on an annual subscription. The ceiling matters more than the floor: Copilot Business and the Business family of plans stop at 300 users per tenant.

Microsoft’s business plans FAQ gives the arithmetic: a tenant with 250 Business Premium seats can add only 50 more across the Business family of plans (Business Basic, Standard and Premium, per Microsoft Learn). A firm heading past 300 users should price the enterprise route now.

Outside the 7-day window, Copilot seats follow the same commitment rules as the base plans described in our guide on how to cancel Microsoft 365 Business: monthly-commitment seats can be stopped at the end of any month without penalty, annual plans paid monthly may carry penalties, and annual plans paid upfront get no refund before the term ends.

What does free Copilot Chat include, and what does the paid license add?

Copilot Chat costs nothing extra for users who sign in with a Microsoft Entra work account on an eligible plan, including Business Basic, Standard and Premium and Microsoft 365 E3, E5 and E7, per Microsoft Learn. It is grounded mainly in the web and in files users upload. The paid license adds Microsoft Graph grounding, Work IQ and semantic indexing across Microsoft 365 data, plus priority access.

Copilot Chat runs on shared capacity: Microsoft Learn says its file upload, image generation and GPT-5 access depend on service capacity, while licensed users get priority. Outside Outlook it only sees content a user pastes, uploads or references, so it cannot answer “what did the client agree to in last week’s meetings”.

A practical test for each role: if the work starts from a blank page or the public web, Copilot Chat covers it at $0; if it needs the firm’s own emails, meetings and files, that user needs the paid seat.

How much time must Copilot save to pay for itself?

Very little on paper. At May 2025 BLS median wages loaded for benefits, a $21.00 Copilot Business seat breaks even if it saves a customer service representative about 2.1 minutes a working day and a lawyer about 0.6 minutes. The UK cross-government experiment recorded a self-reported average of 26 minutes a day, but a UK department’s own evaluation found no evidence that saved time became higher productivity.

Method: loaded hourly cost is the BLS OEWS May 2025 national median hourly wage divided by the share of total compensation that is wages plus paid leave in BLS ECEC Table 4 for June 2026 (0.762 for office and administrative support, 0.771 for management, business and financial, 0.784 for professional and related occupations). The ECEC factors are for private industry workers; OEWS medians cover all employers. Paid leave counts with wages because OEWS hourly rates assume a 2,080-hour paid year; break-even minutes equal the seat price divided by 21.67 working days and by the loaded cost per minute.

The $10.00 column is the Copilot uplift on Business Premium ($32.00 with Copilot minus $22.00 without). The computer user support row uses the same $29.74 median our help desk salary report tracks, so an MSP can run this test on its own technicians first.

In observed sessions, staff doing Excel data analysis with Copilot took 25:01 (minutes:seconds) against 20:33 without it and scored 1.5 against 2.7 out of 5 for accuracy, while summaries and emails came out faster and better. Savings concentrate in drafting and summarising, so the seat pays where those tasks fill the day.

For an MSP, the client conversation follows: the seat needs under 3 minutes a day, the UK trial’s users self-reported 26 minutes a day on average and Australian trial users perceived around an hour a day on summarising, drafting and searching, and the open risk is adoption. GDS counted a user as active after one Copilot interaction in 30 days and held adoption around 80%; put the same test in the pilot quote and drop failing seats at renewal.

What does a 50-seat business pay on Business Standard vs Business Premium?

For 50 users paying yearly at October 2026 US list prices, Copilot on Business Standard costs $14,100 a year through the Business Standard with Copilot plan, against $8,400 for Business Standard with free Copilot Chat. On Business Premium the same comparison is $19,200 against $13,200. The Copilot uplift for the whole 50-person team is $5,700 a year on Standard and $6,000 on Premium.

Route Per user per month Formula Annual cost, 50 seats
Business Standard, Copilot Chat only $14.00 50 x $14.00 x 12 $8,400
Business Standard with Copilot, paid yearly $23.50 50 x $23.50 x 12 $14,100
Business Premium, Copilot Chat only $22.00 50 x $22.00 x 12 $13,200
Business Premium with Copilot, paid yearly $32.00 50 x $32.00 x 12 $19,200
Pilot: 10 Business Premium with Copilot + 40 Business Premium Mixed (10 x $32.00 + 40 x $22.00) x 12 $14,400

Monthly subscriptions cost 20% more on every Business SKU: $28.20 instead of $23.50 for the Standard bundle, $38.40 instead of $32.00 for Premium and $25.20 instead of $21.00 for the add-on. For 50 seats that adds $2,820 a year on Standard and $3,840 on Premium, in exchange for seats that can be stopped at the end of any month without penalty under Microsoft’s business plans FAQ.

Microsoft lets one tenant mix Business plans, so a pilot does not need 50 Copilot seats. Ten users on Business Premium with Copilot alongside 40 on Business Premium costs $14,400 a year, $1,200 more than Business Premium alone, and the pilot seats can move to the full team at renewal.

Does the switch from add-on to bundle work for existing customers?

Microsoft’s own pages point both ways. The business plans FAQ says new customers can buy a plan with Copilot while existing customers add Copilot as an add-on, yet the Business Standard page offers a “Switch for $23.50” button. Before renewal, ask your Microsoft partner or MSP whether a mid-term switch is allowed under your current annual commitment and whether it restarts the 12-month term.

Renewal timing also changes the math. Business Standard rose from $12.50 to $14.00 on July 1, 2026 while Business Premium stayed at $22.00, and Microsoft’s pricing update notice keeps existing customers on current pricing until renewal, so a Business Standard tenant still on $12.50 pays $33.50 for base plus the $21.00 add-on until then.

What else changes what you pay for Copilot?

Five things move the bill beyond the list price: the billing term, the $18.00 first-year promotion, the bundle versus add-on route, dropping Teams ($3.20 less per user per month), and usage-based features such as Copilot Cowork and Autopilot. Microsoft bills those features in Copilot Credits on top of the license, per its usage-based billing documentation.

Microsoft’s billing documentation lists Cowork, advanced work in SharePoint and OneDrive, Code, the Work IQ API, Copilot Managed Runtime and Teams Phone Agent as metered. Admins set spending limits under Copilot, then Cost management, and the Auto-apply new services setting is on by default.

A Copilot license covers internal Copilot Studio agents for licensed staff; publishing an agent to a website or to unlicensed users needs the standalone Copilot Studio license and its $200.00 credit packs.

How does Microsoft protect data in Microsoft 365 Copilot?

Microsoft 365 Copilot and Copilot Chat run under enterprise data protection: the Microsoft Products and Services Data Protection Addendum and the Product Terms apply, with Microsoft acting as data processor. Microsoft Learn states that prompts, responses and data accessed through Microsoft Graph are not used to train foundation models, and that Copilot surfaces only content a user already has at least view permission to open.

Contract basis Data Protection Addendum and Product Terms; Microsoft is the data processor Confirm your agreement includes the DPA Microsoft Learn, enterprise data protection

EU Data Boundary EU traffic stays inside the boundary; web queries and Anthropic models are excluded Turn off Anthropic models if the boundary is a contract requirement Microsoft Learn, Copilot privacy

The permission rule is the one that bites: a firm with “People in the organization” links on HR or finance folders can see those files surface in any user’s answers. Microsoft’s EDP article also says controls vary by plan; Business Premium lists Purview and Intune while Business Standard does not, a gap our Microsoft 365 security guide covers.

How do you check for oversharing before assigning Copilot seats?

Microsoft Learn says that once a tenant assigns at least one Microsoft Copilot license, SharePoint admins get the SharePoint Advanced Management features included with Copilot, including data access governance reports, site access reviews and Restricted Content Discovery. Assign one seat to the admin running the audit, fix broad access, then assign the rest. Admins on Microsoft 365 E5 without a Copilot seat get activity reports only, without snapshot reports or the other SAM features.

  1. Assign one Copilot license to the audit admin; per Microsoft Learn, that seat turns on the SAM features included with Copilot for the tenant.
  2. Run the site permissions report under Reports, then Data access governance; Microsoft Learn says it lists the sites with the broadest access, including sites shared with “Everyone except external users”.
  3. Turn on activity data collection: the sharing links and “Shared with Everyone except external users” reports become available 24 hours later and keep 28 days of data.
  4. Start site access reviews from the report so site owners of overshared sites confirm or remove the broad access.
  5. For sites not fixed before rollout, turn on Restricted Content Discovery per site (Settings, “Restrict content from Microsoft Copilot”); it keeps the site out of organization-wide search and Copilot without removing it from the index. Restricted SharePoint Search is the tenant-wide stopgap, capped at 100 allowed sites.

For an MSP, quote this as a fixed-scope line item before any seat count (one audit seat plus a 28-day sharing links window), and write the site permissions report into the rollout acceptance criteria so the client signs off on what Copilot can read.

Which Microsoft 365 Copilot license should you buy?

Choose by user count first, then by base plan. Above 300 users the routes are the $30.00 enterprise add-on or Microsoft 365 E7. At 300 or fewer, Business Standard and Premium tenants pay least on the with Copilot plans at $23.50 and $32.00, and Business Basic tenants use the $21.00 Copilot Business add-on or a CSP bundle. What should an MSP put in a Copilot contract?

Five clauses cover the common disputes: term, metered usage, spending caps, leavers and pricing. Match the client term to Microsoft’s commitment, since annual seats carry a 7-day prorated refund window, and show Microsoft’s list price beside your own quote so the client can see both numbers.

  • Term: the $18.00 Copilot Business price requires an annual commitment and applies to the first year only, so quote year two at $21.00 (pricing page promotion terms).
  • Metered usage: Microsoft’s setup flow for usage-based billing connects an Azure subscription in the Microsoft 365 admin center; name whose subscription it is and who receives the credit alerts (Microsoft Learn).
  • Spending caps: write the per-user Copilot Credit limit into the contract, and turn off Auto-apply new services if new metered services need client approval.
  • Leavers: a Copilot seat can be unassigned on the Licenses page and given to another user with an eligible base license; the paid seat count does not change (Microsoft Learn).
  • Pricing: Partner Center tells partners to confirm final pricing at checkout, so show Microsoft’s list price beside your quote and keep the license and the per-user support fee, structured as in our managed IT services pricing guide, on separate lines.

How we compiled this

We compiled every price and rule from 28 primary documents: Microsoft pricing, Learn and Partner Center pages, BLS OEWS May 2025 wages, BLS ECEC June 2026, and the published UK GDS, UK DBT and Australian DTA Copilot trial reports, accessed October 20 to 26, 2026. Prices are US list prices before tax. We did not test Copilot or survey customers.

Frequently asked questions

Is Microsoft 365 Copilot free with Microsoft 365?

Only Copilot Chat is free. Microsoft Learn lists Copilot Chat at no extra cost for users signed in with a Microsoft Entra work account on eligible plans such as Business Basic, Business Standard, Business Premium and Microsoft 365 E3, E5 and E7. Copilot grounded in your emails, files and meetings needs the paid license, from $21.00 per user per month paid yearly.

Is Microsoft 365 Copilot included in E3 or E5?

No. Microsoft 365 E3 at $39.00 and E5 at $60.00 per user per month paid yearly include Copilot Chat but not the paid license, which is a $30.00 add-on. Microsoft 365 E7, listed at $99.00 per user per month on an annual commitment, is the suite that Microsoft’s enterprise price list says includes Microsoft 365 Copilot.

Does Microsoft 365 Copilot require a base license?

Yes. Microsoft sells Copilot as an add-on that needs an eligible prerequisite license on the same user, such as Business Standard, Business Premium, Microsoft 365 E3 or Office 365 E3, per Microsoft Learn. The exceptions are the Business Standard with Copilot and Business Premium with Copilot plans, which combine base plan and Copilot in one SKU at $23.50 and $32.00.

Who can buy Microsoft 365 Copilot Business?

Organizations with up to 300 users that hold an eligible Microsoft 365 Business license: Business Basic, Standard, Premium, Apps for business or Teams Essentials, according to Microsoft Learn. It costs $21.00 per user per month paid yearly, or $18.00 in the first year for existing customers ordering by December 31, 2026 with an annual commitment. Larger tenants buy the $30.00 enterprise add-on.

Can I reassign a Copilot license when someone leaves?

Yes. Unassign the Copilot license on the Licenses page of the Microsoft 365 admin center and assign it to another user who holds an eligible base license; the paid seat count and term stay the same. If you also remove the leaver’s base license, Microsoft Learn says Exchange Online data is held for 30 days and then deleted unless a retention policy keeps it.

Do Copilot Credits get billed if we never turn on agents?

No charge applies until usage-based billing is set up and a metered service is used: Microsoft’s pricing FAQ says charges apply only when usage-based experiences are used. Setup connects an Azure subscription in the Microsoft 365 admin center. Once it is on, the Auto-apply new services setting is enabled by default, so new metered services join existing spending policies unless an admin turns it off, per Microsoft Learn.

Is Microsoft 365 Copilot HIPAA compliant?

Microsoft says Copilot and Copilot Chat support HIPAA compliance for properly configured implementations, but web search queries are not covered by the Data Protection Addendum or the Business Associate Agreement, per Microsoft Learn. For staff who handle PHI, review the Allow web search in Copilot policy and set Purview retention for Copilot interactions before assigning seats. Compliance still depends on your configuration.
